N95 Mask Procurement Auction Is In Accordance With Provisions

Liputan6.com, Jakarta Deputy Governor Ahmad Riza Patria emphasized that the auction process for the purchase of N95 masks and the procurement of COVID-19 rapid test kits were in accordance with the provisions. This is in response to a statement by the Supreme Audit Agency (BPK) which stated that the DKI Provincial Government overpaid the procurement of N95 masks and rapid test kits.

“Regarding masks and rapid test kits, of course, BPK’s job is to carry out routine checks and we DKI Provincial Government carry out the auction process in accordance with the provisions. And all auction processes in DKI Jakarta are in accordance with existing provisions and regulations, please check from beginning to end,” said Riza in Jakarta, Friday (6/8/2021).

Meanwhile, the Head of the DKI Jakarta Health Office, Widyastuti, denied that his party wasted the 2020 budget, in the purchase of rapid test kits and N95 masks.

Head of the DKI Jakarta Health Office, Widyastuti, emphasized that no state losses were found in the process of procuring masks and rapid tests in 2020.

“This is an activity in 2020 and an inspection has been carried out by the BPK and no state losses have been found. So there are no state losses, it’s just an administrative problem,” said Widyastuti as quoted from Between.

Widyastuti explained, for N95 masks, after the first procurement there were various complaints from “users” or users of the equipment being held, especially at the beginning of the pandemic it was said that masks were difficult to obtain.

“Well, of course we are in accordance with the specifications requested with input from the user,” he said.

Meanwhile, for the COVID-19 rapid test equipment, Widyastuti said the procurement was to ensure that DKI Jakarta could carry out inspections on its citizens, considering that at that time there was no routine procurement.

“Besides that, there were price fluctuations at that time and we never understood that, so we asked for assistance from examiners, inspectors, prosecutors for the process in DKI at that time,” he said.

Advantages of Pay

Previously, the BPK stated that the DKI Jakarta Provincial Government had overpaid a value of up to Rp 1.1 billion for the procurement of COVID-19 rapid test kits in 2020.

This was conveyed by BPK in the report on the results of the examination (LHP) of the financial statements of the DKI Jakarta Provincial Government for 2020 which was approved by the Head of the DKI Jakarta BPK Representative Pemut Aryo Wibowo on May 28, 2021.

Based on the BPK’s examination of payment accountability documents, it was found that two providers of COVID-19 rapid test procurement services with similar brands, in close proximity, but with different prices.

In addition, the BPK also stated that there was an overpayment made by the DKI Jakarta Provincial Government for N95 respirator masks in 2020 of up to Rp. 5.8 billion from the 2020 DKI APBD unexpected expenditure post (BTT).

This was conveyed by BPK in a report on the results of an examination of the financial statements of the DKI Provincial Government in 2020 which was approved by the Head of DKI BPK Pemut Aryo Wibowo who also said that the purchase of masks was carried out at two different companies, namely PT IDS and PT ALK, which have different price ranges.

“This problem resulted in a waste of regional finances worth Rp 5,850,000,000,” Pemut wrote in a report quoted in Jakarta, Thursday (5/8/2021).
